BTrees/Development.txt not installed

The Zope 3 onlinehelp facility registers BTrees/Development.txt as a help page, but it doesn't get installed by the ZODB3 3.7.0b3 release.

Whether the fix is to install the file or remove the help registration in Z3's online help, I'm not sure.

Remove from onlinehelp.

There wasn't a 3.7.0b3 release tagged, but I can see that the 3.7.0b2 version did not call out 'include_package_data = True' in its setup(). Later versions of ZODB have fixed this issue.
