wrong results

Bug Description
I observed that the blastall version included in the ubuntu package produces results that are different from the results generated with blastall from the binary distribution downloaded from NCBI. Of course the same version is used (2.2.26).
The differences affect the computed e-values and the order in which the results are computed.
Here is a program call to reproduce it:
blastall -p blastx -Q 2 -d nad3.fas -i NC_023220.fas -F "m S" -m 8 -f 12 -b 1073741823 -e 1e-1 -o NC_023220.
The data is attached.
I find it also strange that the binary is so small.
