Bug Description

1. create a stack
2. take snapshot for the stack
3. stack in SNAPSHOT_IN_PROGRESS
4. heat snapshot-delete, to delete the snapshot
5. the snapshot has been deleted, but the stack still in SNAPSHOT_IN_PROGRESS

    Do not allow to delete in-progress snapshot by
    snapshot_delete API.
