Impossible to set clock/time to 24 hours mode independent of selected language

Bug Description

The scenario is this:

I'm Finnish, but I want to use my device in English. However that forces time to 12 hours mode and it cannot be changed unlike on Ubuntu desktop.

There should be an option to select 12 hours / 24 hours mode independent of selected language.

By selecting "English Denmark" I was able to change the device time to 24 hours mode, but the Clock app is still in 12 hours mode. And I'm not sure if that affected some other settings as a side effect.

Thank you for taking the time to report this bug. We did have this settings option in a older version of the clock app but it was decided to move it the system settings app so that it would be uniform throughout the platform. Also the clock app by itself doesn't have the permission to change this system wide. We already have bug 1392699 to track this feature. As such I am marking this a duplicate.
