No view for loading page or notification for connection error

Bug Description

When MAAS loads for the first time, the websocket connection has to be established to display all node information.

While MAAS is connecting, it will not be able to display page content and at the moment there is no feedback of the fact that the connection is pending, the page is loading or no notification when there is an error connecting to the region controller

Hi Blake, see attached sketches.

If the navigation and action bar are sticky, this solution should work even if the user scrolls down the page. It also doesn't require any new visual patterns, so hopefully you can build it from the sketch!

Not sure about the copy but I'm open to suggestions. Let me know if you want to discuss.

Since it's possible to view the page through apache (port 80), I think it's worth mentioning that we're talking about the websocket port here (5240).
