[nailgun] IP count checking is wrong

Virtual router was implemented recently. Additional IP from management and public networks should be allocated for it.
So, now we have 2 VIPs on each of those networks. Network configuration checking procedure wasn't changed to address this.
So, it supposes that 1 extra IP is needed instead of 2.

This should be fixed.

It leads to inability of deployment with no messages on the reason of the problem.

Raising to High as it can cause to inability of redeployment while https://bugs.launchpad.net/fuel/+bug/1436821 is not fixed.
