Removed deprecated lxc-openstack lxc template

The lxc-openstack template is no longer required and should be removed. this template is a holdover from when the default ubuntu lxc template didn't meet our needs however this is no longer the case. We should remove this template in all branches just as soon as possible as it is essentially cruft that we no longer need.

    Removed lxc templates that are no longer used (icehouse)

    This PR removes LXC templates that are no longer used in any context.
    The templates were holdovers from when the upstream Ubuntu template
    did not support additional packages in containers by default. The
    issues within the default template have been removed and we should
    change to using the default Ubuntu template immediately.

    This template change should be backported to all applicable branches.
    which would include both Icehouse and Juno.
