Ring tone can not be set to be an audio file stored in SD or internal memory

Bug Description
Steps: In system settings ,go to Sound configuration to choose a ring tone
Expected results: Any audio file can be chosen ( for example, audio files stored in SD and/or internal memory)
Actual results: Only a small set of preconfigured files can be chosen as ring tone
A straight forward way to implement this would be to add an option in the list of ringtones and messages sounds to "Add a ringtone" or "Add a sound" and use the content hub to access the music app or file manager.
These files are stored in /usr/share/
that has been reported a while ago as bug #1268097
