xtrabackup should not allow to apply incremental backup on top of the backup prepared without --apply-log-only

Bug Description
It is easy to make a backup unusable by preparing full or incremental backup without --apply-log-only and then applying next incremental on top of it. Not only incremental apply fails, but also full prepared backup becomes corrupt and unusable.
