Deployment failed when puppet was trying evaluated cinder-volume

Step for reproduce:
            1. Create cluster
            2. Add 1 node with controller role
            3. Add 1 node with compute role
            4. Add 2 nodes with cinder and ceph OSD roles
            5. Deploy the cluster
            6. Check ceph status
            7. Check partitions on controller node

    Create condition for ceph refreshing images and volumes

    If on deploy we select ceph only for images or only for volumes
    then we should notify only appropriate service after ceph class
    evaluation.

After this patch, deployment (on Ubuntu) failed with the following error in puppet:

Hi, Dennis. Your link goes to system tests with ISO #234 that was builded at March 26, 2015 10:54:44 PM. But my fix was merged only March 27 1:53 PM, what means that it was included only in ISO #236 and later. Please, confirm that bug appers on this ISOs (for example, get current master ISO #255 for tests) and reopen this big if it will show itself in such case.
