Bug Description

Cinder has an old version of oslo-incubator's versionutils which causes deprecation warnings when imported (for example when executing cinder-manage). This is due to "from oslo.config import cfg" line.

    Syncing versionutils from oslo-incubator

    This is to fix deprecation warnings caused by a fact that version
    that's currently in Cinder imports oslo.config instead of
    oslo_config.
