"Clean-Source-Tree" building broken for 2.9.0

Bug Description

The directions in the 'Building Zope Using The "Clean-Source-Tree" Method' section of Zope/doc/INSTALL.txt in Zope-2.9.0.tgz indicate that zope can be built outside of the source directory.

However, instead of writing the makefile to the current directory, the configure script writes it to the source directory.

>/tmp/clean_zope$ ../Zope-2.9.0/configure

The "clean-source-tree" build is no longer in use. The current build procedure is quite different.
