Deployment Ubuntu has failed in dual hypervisors mode

Step for reproduce:
1. Create Ubuntu ENV with vCenter enabled
2. Add a controller, a compute and a cinder+cinder-vmdk nodes
3. Deploy cluster

Obtained result: Deployment has failed with error on the cinder+cinder-vmdk node.
Log err: (/Stage[main]/Vmware::Cinder/Vmware::Cinder::Vmdk[Cluster1]/Exec[cinder-volume-vmware.conf]/returns) change from notrun to 0 failed: cp /usr/share/cinder/cinder-volume-vmware.conf /etc/init returned 1 instead of one of [0]

The same scenario with Centos was success
