Bug Description
Currently, cluster mode is set correctly only on one CLDB node. It causes bugs during submitting jobs from nodes different than the last one

Set cluster mode on every node
Cluster mode must be set on all nodes not only one
CLDB node. Otherwise, it causes bugs during submitting
jobs from nodes different than the last one
