Bug Description
The current Vendors report list all vendors also those that have ipcount=0. Please adjust the report so that only Vendors where ipcount>0 are included in the listing.

I don't think the report itself should exclude vendors from which you have no devices. This can be useful information too.
Rather, I suggest that the Report front page's link to the vendor report include a ipcount filter in the URL. That way, if the user wants to see the report with empty vendors included, they only need to adjust the report filters form.
