Steps:
1. Create next cluster - CentOS, HA, flat nova-network, 1 conreoller+cinder, 1 compute
2. Start deployment

Actual result - deployment failed on node-3 with error in puppet log:

I tried to run command manually and got:
[root@node-3 ~]# /sbin/service ntpd start
env: /etc/init.d/ntpd: Permission denied

It should not be started at all. Currently we use pacemaker to start ntpd service, so /etc/init.d/ntpd is not executable at all (it was done with care for such cases).
