We need to move class openstack::workloads_collector to its own task

For now invocation of class openstack::workloads_collector placed in keystone.pp.
We need to move it in single task, that should be executed after keystone.

In keys if end user decide to replace keystone granule with someone else, we will stop to receive statistic

It's not possible to skip keystone task. This really is not a high priority and should get moved to 7.0.
