Make the Racksapce DNS response timeout and delay configurable

Bug Description

Currently, Rackspace DNS uses the default response timeout and delay. This causes the tests using DNS to break under heavy load. Making them configurable and increasing the timeout to 30 secs and delay to 1 sec, will remove most of these errors.
