Shutter does not scale on a HiDPI screen

Bug Description

$ rpm -q shutter
shutter-0.93-1.fc21.noarch

On Fedora 21, shutter does not scale toolbar icons in the image editor, causing the icons to be very small and almost unusable. This is on a laptop that has a HiDPI screen, in Gnome 3.14 using 2x scaling.

This also happens in Ubuntu 15.04 on Unity using 2x scaling.

This also happens on Ubuntu 14.04.4 LTS with shutter 0.90.1-0ubuntu1.1 and 2x scaling.
