Installer looks for traf_config_setup in prev install dir and fails

Bug Description
The last time I installed, I had downloaded the tars to a dir called trafodion_
[root@n013 installer]# ./trafodion_install

I created trafodion_downloads and moved the files there to work around this issue.

The installer mistakenly stores LOCAL_WORKDIR in the config file. LOCAL_WORKDIR should not be saved in the config file and preserved between installs
