[Launch Instance Fix] Access & Security table columns are not sortable

Bug Description

In the Access and Security step of the new Launch Instance Wizard, there is a transfer table for both security groups and key pairs. However the "available" tables are not sortable by columns as they are on other steps. We should add sorting to be consistent.

    Add column sorting to Access & Security tables

    This patch adds column sorting to the transfer tables within the
    Access and Security step of the new Launch Instance Wizard.
    This ensures UI consistency with other steps' transfer tables.
