Bug Description
Current README.rst file doesn't include a step mentioning the required packages to perform the installation. We should add an item pointing out that the packages gcc, libxml2, libxml-dev/el, libxslt, libxslt-dev/el, tox are required. Notice that the name of the package will change accordingly to the distribution. We should consider the distributions supported by DevStack (just to put a limit on what the README.rst should include). That is, Fedora 20 and Ubuntu 14.04.
