Languages disappear from "System Settings - Language & Region" after running "update-locale" and performing a logout + login

Bug Description
Steps to reproduce the issue in a freshly installed Freya with the latest updates:
1. Open "System Settings - Language & Region" just to confirm that "English" is listed as a language. Then, close "System Settings".
2. Open Terminal.
3. Run "sudo update-locale LANG=en_US.UTF-8 LANGUAGE=
4. Log out.
5. Log in.
6. Open "System Settings - Language & Region", which will have no languages listed anymore.

Same here:
1. Install Fresh Freya
2. Set system language to Spanish
3. After a reboot, all languages has gone, and cant set to Spanish or other language.
Tried with setlocale, but
$ localectl status
Failed to issue method call: Launch helper exited with unknown return code 1
and
$ localectl set-locale "LANG=es_ES.utf8"
Failed to issue method call: Launch helper exited with unknown return code 1
All system and keyboard layout are now in English, and can't change it.
