2. Open Terminal.
3. Run "sudo update-locale LANG=en_US.UTF-8 LANGUAGE=en_US.UTF-8 LC_NUMERIC=en_US.UTF-8 LC_TIME=en_US.UTF-8 LC_MONETARY=en_US.UTF-8 LC_PAPER=en_US.UTF-8 LC_IDENTIFICATION=en_US.UTF-8 LC_NAME=en_US.UTF-8 LC_ADDRESS=en_US.UTF-8 LC_TELEPHONE=en_US.UTF-8 LC_MEASUREMENT=en_US.UTF-8 LC_CTYPE=en_US.UTF-8".
4. Log out.
5. Log in.
6. Open "System Settings - Language & Region", which will have no languages listed anymore.

Same here:

1. Install Fresh Freya
2. Set system language to Spanish
3. After a reboot, all languages has gone, and cant set to Spanish or other language.

Tried with setlocale, but

$ localectl status
Failed to issue method call: Launch helper exited with unknown return code 1

and

$ localectl set-locale "LANG=es_ES.utf8"
Failed to issue method call: Launch helper exited with unknown return code 1

All system and keyboard layout are now in English, and can't change it.
