inspect_*_at fields present in responses to unversioned request

The inspection_started_at and inspection_finished_at fields are present in all responses, regardless of X-OpenStack-Ironic-API-Version header.

    Hide inspection_*_at fields if version < 1.6

    API version 1.6 is when the inspection_started_at and inspection_finished_at
    fields were added to then node. This change hides the fields from any response
    if the requested version is < 1.6
