window not opening when clicking on plank's icon from different workspace

Bug Description
How to reproduce in Freya b2:
- Open an application (Files) on Workspace 1.
- Click on the application's icon in plank. (it should now be minimized)
- Go to Workspace 2.
- Click on the application's icon in plank. (it switched back to Workspace 1 but hasn't opened the application)
- Click again. (Nothing happens)
- Click again! (The app opens)
Obviously, the window should be open on the first click, not on the third one.
