Bug Description
SiteErrorLog attempts to suppress reporting of repeated errors in order to prevent zLOG backends from becoming flooded with quickly-happening errors. This should at least be documented somewhere, and better than that should either be evident from data in the log itself. It maybe should be changeable via a configuration knob in zope.conf.
