Bug Description
- During instance instantiation, and choosing the IP address, there should be more checks, to see IP address is in use elsewhere in datacenter.
I tried sharing a subnet between vmware and openstack and did it purposely to check the functionality, to my surprise, instance would pick up a IP even it's used outside.
It can be implemented by taking advantage of ping/nslookup mechanisms and thus verifying IP is not in use ..
