Bug Description
In order to improve performance, scratch should load as few files as possible on startup and only load any after the respective tab is focused.

I dunno about waiting until the tab is focused, but we should definitely try to show the window with the focused tab's file as soon as possible and wait until the that shows to load other tabs.
