Bug Description
Not intellihide. This mode should hide whenever ANY window -- regardless of whether it is or is not focused and/or maximized -- is overlapping where plank would be.

After some discussion in Slack, we came to the conclusion that "focus" is not an easy concept. It would be more clear if we changed the two modes "hide on maximize" and intellihide such that the dock hides if any app on that workspace covers the dock or hides if any window on that workspace is maximized (respectively).
This would make Intellihide more akin to the old "window dodge" behavior from Docky.
