run-unit-tests ppc64el timeout

The run-unit-tests-trusty-ppc64el test consistently timesout on
     FAIL github.com/juju/juju/cmd/jujud/agent 1200.647s

The first failure is with commit 62b499b. The suspects are:

This particular issue is fixed. The last run through this test did panic, but I think it is an intermittent mongo failure.

 CI will not bless a revision if the suite fails, and it did not pass in three tries. Two of the tries look like this bug and we know this issue does not affect 1.22.

All of the mentioned failures are for commit b5b33b79a1619de7ede76ddc128aa4c82d1171f6 which does not yet include menn0's fix https://github.com/juju/juju/pull/1809

However this http://juju-ci.vapour.ws:8080/job/run-unit-tests-trusty-ppc64el/2529/console is with the fix but it failed already. So looking at the log there's another issue in addition to mockMetricAPI - most likely in TestUpgradeSkippedIfNoUpgradeRequired or in newDummyWorker
