1. Create new environment (Ubuntu)
2. Choose Neutron, VLAN
3. Add 1 controller, 1 compute
4. Start network verification. It has failed with error (see screen also):

5. Start deployment. It was successful
6. Start Sanity and Functional OSTF tests. It was successful
7. Start Network verification. It has failed with the same error

Network verification does not work on any configuration - CentOS, Ubuntu, Neutron, Nova-network

RCA for the issue seems unknown - we have extra DHCP server in the network and network verification seems warning about this. Is this a bug at all?
