Bug Description

This is a feature release that adds support for RFC 7293 The Require-Recipient-Valid-Since Header Field validations in authentication results headers. It's approximately zero risk since all the new code except for two lines is in a new file that doesn't impinge on any existing functionality. All tests pass in both python2.7 and python3.4. There are some minor packaging improvements as well.

I'm upstream as well and Debian maintainer, so I'll definitely keep an eye on it and take care of things in the unlikely event something should crop up.
