Import with ContentStore and ContentType.All goes into .cache, not .local/share

Bug Description

If you set a ContentStore with ContentScope.App on an import, the file is copied into a permanent location in ~/.local/share. Unless the import is for ContentType.All, in which case the file is copied into ~/.cache/<appid>/HubIncoming/, which is read-only and volatile. I would expect it to go into ~/.local/share in this case as well, although I'm not quite sure which subfolder it should end up in.

This is seen on a device running vivid/devel r1.

I have reproduced this, it's a surprising bug. The store shouldn't be affected by the type requested. For the peer picker, the type is only used to create the model of peers to choose from. This needs more investigation, but clearly a bug.
