Identity API for domain-config should define separate resources for group/option

Bug Description

The API spec for domain-config contains the resource relationship for the full domain-config, however since it is possible to manipulate subsets of the config (e.g. an individual group or option), we should also define a resource relationship for these, which can be referred to by JSON Home.

    Add domain-config group/option resource relationships

    So that JSON Home can refer to the subsets of domain-config that
    can be manipulated, we include both the group and option subsets
    of (the already defined) full config resource relationship.
