Software Center does not login, nor asks for account info

Bug Description
No indication of what account it is trying to use, or how to set one up. "Help" does not mention anything about logins. When clicking a link to write a review, it just opens a new window which just says "Signing in", and doesn't even time out at all. It will just stay there forever like that or until closed.
