manage_FTPget of Image is sad.

Bug Description

manage_FTPget of Images stringifies the entire body of the image/file in order to stream it back to the client. Changing it looks like a lot of work, but it's dumb, so the note here.

Again, 'wontfix' is the wrong disposition here; it just
sweeps the dirt under the rug.

"Deferred" *might* be OK, but not "wontfix".

This has been fixed in 2005 to stream the data instead.
