[l23 refactoring] Load Defaults interface configuration doesn't return inteface_properties

STR:

1) Create default environment
3) add some nodes
4) go to nodes tab and configure interfaces screen
5) click load defaults

Expected result:
the same response format comes as for simple interfaces fetch

Actual:
field interface_properties is missing

    vlan_splinters and disable_offloading are removed from settings

    Also, disable_offloading is added to default NIC configuration.
    vlan_splinters fixture is added for 6.0 tests.
