Bug Description

When running a "python setup.py sdist upload -r <OurPackageIndex>" command contrail-neutron-plugin is uploaded with a hardcoded verion, and fails to install via a "pip install" command because setup.py needs the *requirements.txt files missing in the egg file since they are not in MANIFEST.in
