When tapping the "tap to open the system updater" notification, the system updater should launch

Bug Description
When there is a new update for Ubuntu Touch, there is a notification that states "Tap to open the system updater", but the user is required to tap the tiny little system settings icon in order to launch the system updater. Tapping the notification text or the nice large icon on the left does not launch the system updater.

The update notification in particular shouldn't exist. But this is a problem with notifications in general, not with the update notification in particular.
