missing information on how to configure git-review for https access

Bug Description

The documentation available at http://docs.openstack.org/infra/manual/developers.html provides no help for users that need to configure git-review to work over https. while not widespread, the information should be made more readily available as some companies are quite strict at allowing non-http access outside of the corporate intranets.

Fix released with https://review.openstack.org/#/c/161078/ last Thursday (had to run post jobs just now to get it to generate, seems it may have gotten caught up in a Zuul restart).

Thanks Elizabeth. I guess I should remove the openstack-manuals as part of the "Affects" part though, shouldn't I ? Or should I mark it as closed? (im new to this, sorry!)
