The connected PC (Windows or OS X with HoRNDIS driver) recognizes a new network device, but doesn’t get an IP. On the phone a network device usb0 appears, but it doesn’t have an IP. I noticed a file /etc/NetworkMan

mac-address=
[connection]
id=tethering
uuid=ca16a21d-
type=802-3-ethernet
timestamp=

method=shared
may-fail=false
Note the truncated UUID and the missing MAC address.
