Resource panel not visible

The ceilometer default policy file is not constructed properly and is missing the default rule. This causes checks not defined to return failure when they should use the default rule. The view also relies list_projects for all projects. Putting this policy rule first to make the policy check accurate.

    Making Resource panel visible where appropriate

    The resource panel is being hidden by a missing default rule in
    the ceilometer policy file. Adding a required keystone rule to the
    policy check, identity:list_projects.

    The greater issue of policy being OR rather than AND will be
    addressed in a separate issue.
