Revisit the API port changes in devstack for ODL when we move to Lithium

For Lithium, we will need to revisit the change we made to move Tomcat to port 8087 in devstack runs. Lithium uses Jetty, and the implications of moving the default port need to be examined.

    Update ODL port logic to work with Lithium

    Lithium uses Jetty instead of Tomcat for the Neutron API. We still need to
    migrate the default port (8080) due to swift using that port. This commit
    adds the logic into the devstack plugin to do that for Lithium with Jetty
    as well as the current Helium release with Tomcat.
