Bug Description

LBaaS plugin that uses LBaaS v1 cannot be rescheduling easily, so it should warn user about it.

    Add warning to UI

    In HA mode LBaaS cannot reschedule itself between nodes. Add warning
    about it before install.

What was the fix here? The warning message or the proper rescheduling?
