[OSTF] Not all stack actions are covered by Heat OSTF tests

For the current moment there is only one Heat OSTF test that checks basic stack actions, like create, delete, etc.

There are more advanced stack actions ( like suspend, resume and check ) which have to be covered by OSTF tests.

    Add Heat OSTF test thats check suspend/resume/check actions

    Already there is OSTF test that checks basic stack actions
    (create, delete, get resourse list). Now was added
    one more Heat OSTF test that checks advanced stack actions:
    suspend, resume and check.
