Test Case
1. Open System-Settings => Security & Privacy => Location Access
2. Select 'Not at all' option from the list to turn the location access off
3. Close the system settings and reboot the phone

Verify that location settings changes are persistent after the boot

Location is enabled after reboot.

I took a look at system-settings, it just tells indicator-location to disable it. So it might be a bug in the indicator.

I can't reproduce this bug on mako with vivid-proposed image 185 and krillin rtm proposed image 270

When reproducing this, I'm seeing this in the location-service log file

W0427 15:51:48.484115 2556 boost_ptree_settings.cpp:49] Could not store to configuration file /var/lib/ubuntu-location-service/config.ini: /var/lib/ubuntu-location-service/config.ini: cannot open file
