ZODB: transaction history not cleared when objects are recreated

Bug Description

I have an applications that uses get_transaction().note() to attach notes on every commit. After removing an instance from the ZODB and re-adding an instance with the same id, I could see all earlier transactions notes.

I'm not sure this is fixable: the database has know knowledge of containment, so we can't use
the current object's OID to figure anything out.
