Failure to resize a volume-based instance on Icehouse

Bug Description
I have an RDO Icehouse. All instances are volume-based. Trying to resize a VM that has 2 attached volumes. Resize request is accepted fine, however nothing happens. No disk is actually stored on a nova host.
In the logs I see the following:
