Add Fuel log snapshot reporter to the Jenkins

Bug Description
When the deployment have failed the only way to know what have happend is to download the logs snapshot and dig into the stored log files there.
This tool can be used on this snapshot archive file and it will output useful lines from puppet and astute logs inside.

Call it like this:
python utils/fuel_
And place this report text file as a Jenkins artifact together with the snapshot file.
Developers will be able to quickly open this report and see what went wrong without downloading the entire snapshot in most cases.
