Bug Description

Steps to reproduce with config attached:

1) Enable cisco_aci plugin
2)Enable APIC Driver checkbox

After 2 step you can't Disable checkbox again.

In attachments you will fins environment_config.yaml and screenshot.

All driver_type setting values have the same restriction: "settings:cisco_aci.use_apic.value != true". Current code doesn't support such cases. This restriction shoud be moved to driver_type.restrictions section: http://paste.openstack.org/show/NLJDEZV7QtyFx9NombYO/

Support of this case in setting calculations code will be an ugly hack. So, the ticket is moved to "won't fix".

Please also note that restrictions have 'disable' action by default. There is no need to write it explicitly.
